This is a new unissued Us Air Force Physical Training Uniform Jacket otherwise known as a windbreaker . The NSN is 8415-01-518-4623.
From the manufacturer:
Navy blue light-weight supplex jacket with elastic cuffs and waistband. Bold V pattern with embroidered Air Force logo on the front. Reflective from all angles with durable water repellent, stain resistant finish.
This is a really nice light jacket.  Don't like the Air Force logo, cover it with your own  or your favorite teams logo.
